UK Sanctions (UKSL & OFSI)

Overview

UK sanctions are administered by the Foreign, Commonwealth & Development Office (FCDO) and the Office of Financial Sanctions Implementation (OFSI) at HM Treasury. The UK Sanctions List (UKSL) is the authoritative source for all UK financial sanctions designations, consolidating individuals, entities, and ships subject to asset freezes and other restrictive measures under UK sanctions regimes.

Legal Authority:

Administered by: Foreign, Commonwealth & Development Office (FCDO) and Office of Financial Sanctions Implementation (OFSI), HM Treasury

Important transition note: The OFSI Consolidated List is being replaced by UKSL as the single authoritative source on January 28, 2026. During the transition period, both lists are maintained with UKSL as the primary reference.

About this data

Scope — UK Sanctions Lists Covered

Our dataset consolidates UK sanctions lists:

  • UK Sanctions List (UKSL): The official UK government list of all individuals, entities, and ships subject to financial sanctions. Published by FCDO, it includes designation details, regime classification, and applicable sanctions measures (asset freeze, travel ban, etc.). Becoming the sole official list from January 28, 2026.
  • OFSI Consolidated List (Legacy): Historically maintained by HM Treasury's OFSI, includes all persons and entities subject to financial sanctions. Transitioning to UKSL with closure scheduled for January 28, 2026.

Regimes covered include: Russia (Ukraine-related), Belarus, Myanmar, DPRK, Iran, Syria, Global Anti-Corruption, Global Human Rights, Counter-terrorism, Cyber, Chemical weapons, Yemen, Libya, South Sudan, Zimbabwe, and others.

Identifiers & Data Fields Captured

Each designation includes comprehensive identifying information:

  • Names and alternative spellings/aliases
  • Sanctions regime (e.g., Russia, Belarus, Global Human Rights)
  • Designation type (individual, entity, ship)
  • Date of designation and last updated date
  • Dates of birth and nationality for individuals
  • Position and other relevant details
  • Addresses and identification documents
  • Ship details (IMO number, flag, tonnage)
  • Sanctions measures applied (asset freeze, travel ban, etc.)

Structure & Linkages

Each record is regime-tagged (Russia, Belarus, Global Human Rights, etc.), designation-authority sourced (UKSL/OFSI), and entity-resolved to reduce duplicates while preserving full source lineage. During the transition period, we maintain cross-referencing between UKSL and OFSI lists to ensure continuity through the January 2026 changeover.
